Jean-Hubert Gallouët, Chairman
Jean-Hubert is an expert in management, finance and IT, and has been advising companies and public institutions on organizational, management and MIS issues – with a focus on the telecom, postal services, utilities, and financial services sectors – in both France and developing countries for more than 35 years. He has been active in the emergence of microfinance for more than 20 years, through the creation and development of the Advans network, and as a consultant specialized in microfinance and digital finance.
Juliette David, Chief Executive Officer
Juliette joined HORUS in 2004. She initially worked as an expatriate branch manager for Finadev Tchad for two years, where she developed a microfinance offer for women entrepreneurs. She has been conducting research and technical assistance assignments in the fields of financial inclusion, agricultural finance and digital finance since 2006. Juliette has more recently been asked to assist financial institutions in designing climate strategies, including climate financial risk management, identification of opportunities, and development of green finance products. She was appointed HORUS’ CEO in 2016.
Elise Juguet, Managing Partner
Elise joined HORUS in 2015 after having spent four years in private-sector development, working notably for the French Development Agency in Madagascar. She has since specialized in rural and agriculture finance, especially climate change adaptation and mitigation strategies for smallholder farmers, through both project feasibility studies and technical assistance for financial institutions (market studies, product development, etc.). Her other areas of expertise include sectoral studies, business plans and financial modelling, and risk management.
André Oertel
André has strong expertise in two areas of financial inclusion: his know-how in MSME finance and microfinance stems from his work in designing and managing projects and programs in this field, in collaboration with development finance institutions. In addition to numerous consulting assignments, he has managed several capacity-building programs for financial institutions (banks and MFIs) targeting MSMEs. More recently, André has focused his work on financial inclusion, both performing research assignments for which he has developed the design, specified the data analytics, and presented the results to high-ranking audiences, and supporting ministries and central banks in conducting reforms in the financial sector.
Christine Westercamp
Christine joined HORUS in 1993, and specializes in rural and agricultural finance, and in support for sector programs and microfinance institutions (evaluation, business plans, feasibility studies, demand evaluation, definition of financing schemes, training, etc.). From 2006 to 2009, she was assigned to Finadev Benin as General Manager. Previously, Christine spent four years as a project manager to promote village-level Savings and Credit Unions (CVECAs) in the Dogon Land in Mali (CIDR).
Astrid de Germay
Astrid is an expert in digital finance, Management Information Systems (MIS) and project management. She joined HORUS in 2013, and carries out technical assistance assignments with a strong focus on MIS and processes for banks and microfinance institutions, including the selection and implementation of Core Banking Systems (CBS) and other software. She quickly specialized in digital finance, at both government and public authority level and for financial institutions. Astrid has proven expertise in Digital Financial Services market assessments and in supporting governments in designing financial inclusion strategies with a digital finance component. She also has extensive experience in helping financial institutions develop their digital strategies and then assisting them in implementing digital products, services, and distribution channels.
Ekaterina Diakonova
Ekaterina joined HORUS in 2022 with 12 years’ experience in the financial services and financial inclusion sector, specifically in offer design, marketing, distribution, digital and innovation. She has notably worked for four years as Omni-channel & Digital Manager for the Advans Microfinance Network, in charge of strategy and support for subsidiaries in the launch and optimization of Digital Financial Services. Ekaterina has worked on the design and implementation of offers, partnerships, customer journeys & processes, and promotion strategies, as well as on the optimizations of governance and internal organizations. Her approach is always focused on the end customer.
Lydie Johnson
Lydie specializes in SME finance and the design and supervision of capacity building projects for financial institutions. She has carried out expert missions as senior consultant or resident technical assistant for banks and microfinance institutions since 2006. Her areas of expertise cover strategy, operational organization, marketing (market studies, developing adapted products and services, etc.), credit risk management, and training of banking staff.
François Lécuyer
François has 40 years’ experience in banking and microfinance, as a manager and since then as a consultant. After managing bank branches in France, he was general manager of the main credit union network in Mali (Kafo Jiginew) from 1990 to 1994. He was subsequently in charge of the French Ministry of Cooperation’s microfinance support program (PRAOC) in Africa from 1994 to 1997. François joined Horus Development Finance in 1997, and, since that date, has carried out expert missions in banking and microfinance (feasibility studies, performance evaluations, business-plans, definition of national programs to support microfinance etc.). Head of HORUS’ Research department until 2007, he was then in charge of a microcredit support program at Rabat in Morocco from 2007 to 2010 (PROFOR). He was CEO of Advans Banque Congo from 2011 to 2014.
