Supporting the Regional Fund for Agricultural Development (FRDA) and the AFD in studying agri-finance mechanisms in WAEMU countries for the design of adapted support and promotion programs.
Set up by the West African Economic and Monetary Union (WAEMU) in order to support development of agriculture in the sub-region, the FRDA has three components: 1) support the development of agricultural sector financing systems; 2) reinforce capacities (solvent demand, professionalization of the offer); and 3) financing of regional institutional investments.
HORUS DF ’s intervention was two-fold:
- Design and implement a support program for the FRDA, aiming at operationalizing the first component. HORUS led in-depth analyses of agricultural financing sectors in each of the WAEMU countries in order to identify high-impact opportunities and formulate recommendations for operationalization of the component
- Study the pre-feasibility of AFD’s AGreenFi programs in Togo, Burkina Faso and Benin: HORUS formulated recommendations for the design of AGreenFi programs for each country following studies of the sector’s environment, offer and demand
