Evaluation of the financial component of the SASME project, an initiative to support Agricultural SMEs that is co-financed by the French Development Agency (AFD) and the European Union.
The Support to Agricultural SMEs (SASME) project is co-financed by the French Development Agency (AFD) and the European Union. The project offers an integrated approach to support Egyptian agricultural Small and Medium Enterprises (SMEs) by addressing the main bottlenecks identified: access to finance and capacity building of targeted enterprises.
HORUS carried out the ex-post evaluation of the “access to finance” component, which included:
- a refinancing mechanism for the loans granted by partner banks;
- a guarantee mechanism;
- technical assistance to financial stakeholders.
The evaluation was conducted using the criteria recommended by OECD/DAC for the evaluation of development projects, in a learning and capitalization process for future AFD projects.
