External evaluation of Cerise+SPTF’s responsible and inclusive finance projects, focusing on the promotion of responsible practices among financial inclusion actors and on supporting national regulators in developing public policies that strengthen client protection and client voice.

HORUS conducted an external evaluation of the following two projects of Cerise+SPTF:

  • The promotion of responsible practices of financial inclusion actors, particularly in sub-Saharan Africa, financed by AFD in 2018;
  • The support to national regulators in developing responsible public policies that promote the protection and voice of customers in the area of financial inclusion, financed as well by AFD in 2022.

To carry out this assignment, HORUS provided the following services:

  • Scoping: refining the scope and objectives of the external evaluation and defining the methodology and tools to conduct the evaluation process;
  • Two case studies in different localities, in Rwanda and Cambodia;
  • Data collection through interviews and documentary review and evaluation analysis.
