Final evaluation of the FINFORTROP program (Financing Tropical Rainforests Project) with the objective of providing a sincere and independent judgment on the implementation and effects of the project.
The FINFORTROP program aims to ensure the biodiversity conservation of tropical rainforests in the Congo Basin thanks to the promotion of sustainable private-sector projects from forestry companies.
The intervention of the HORUS - Oréade - Brèche consortium contributed to:
- Conduct a global and objective assessment of the project's actions since its inception
- Develop an evaluative analysis to draw conclusions from the evaluation
- Formulate recommendations and the overarching lessons to be learned
- Create knowledge about public actions to improve their relevance, effectiveness, efficiency, coherence and impacts
Evaluation of this multi-country project with complex institutional architecture, which did not achieve its objectives, required a balanced consideration of all perspectives and a good understanding of the context in order to draw lessons to be learned. This was done in conjunction with a forestry consulting firm.
