Development of a Monitoring, Evaluation and Learning (MEL) system to enable the Development Bank Ghana to monitor, evaluate and report on its development impact
Development Bank Ghana (DBG) launched its operations in 2022 to accelerate the inclusive and sustainable growth of the private sector, notably by improving MSME’s access to finance. At the moment when the assignment started, DBG provided wholesale loans to partner financial institutions (PFI) and Business Development Services for MSMEs. The bank was working on launching other activities such as Partial credit guarantee, Equity fund, and a Digital Platform for MSMEs.
The objective of this assignment was to contribute to the establishment of a strong Monitoring, Evaluation, and Learning (MEL) framework and system to enable DBG to track and report on its development impact, and to learn from its operations.
The services provided by HORUS include the following activities:
- Initial assessment of DBG’s activities and data collection and management capabilities; Review of best practices of MEL frameworks at other development banks;
- Definition of the Theory of Change and logical framework, with key indicators and data collection processes;
- Collection of baseline data and production of the first impact report;
- Implementation of the automated MEL system: Data integration from various sources, creation of a unique data warehouse, implementation of automated calculations, development of the dashboard for data visualization;
- Capacity building for DBG’s staff: training sessions, MEL system testing, Support in the data collection and analysis processes;
- Following a follow-up request from DBG, design and implementation of a scoring system to assess the potential impact of each loan financed by DBG.
