Evaluation of SUNREF and transformational credit lines granted by AFD to the Industrial Development Corporation of South Africa Ltd (IDC) to promote the financing of renewable energy and energy efficiency related projects and to support IDC transition plan
The Industrial Development Corporation of South Africa Ltd (IDC) is a public financial institution founded in 1940 to promote industrial development in South Africa. IDC is a historical partner of Agence Française de Développement (AFD) Group in South Africa.
Between 2008 and 2019, AFD supported the IDC through:
- Two credit lines and technical assistance under its SUNREF program. These credit lines were intended to finance renewable energy (RE) and energy efficiency (EE) projects for small businesses in South Africa. The technical assistance was provided to both the IDC and the developers of targeted projects.
- A transformational credit line aimed at strengthening IDC’s financial and operational capacities, enabling it to fulfill its mandate and support the transition of the South African economy. It was coupled with a technical assistance program aimed at improving IDC’s operations in areas such as gender, operational efficiency, financial management, and climate action.
HORUS was in charge of carrying out the ex-post evaluation of these projects. The objective of the mission was to provide an independent assessment of the projects’ effectiveness, implementation and impact.
