Evaluation of the Sunref program and the transformational credit line established by AFD for its partner the Industrial Development Corporation (IDC) to enhance its operations and support the energy transition of small businesses.

The Industrial Development Corporation of South Africa Ltd (IDC) is a public financial institution founded in 1940 to promote industrial development in South Africa.
The AFD’s Sunref program included:

  • Two credit lines provided to IDC to finance renewable energy (RE) and energy efficiency (EE) projects for small businesses in South Africa
  • Technical assistance for IDC and targeted project developers

In addition to this program, the transformational credit line was designed to strengthen IDC’s financial and operational capacity. It was paired with a technical assistance program aimed at improving IDC’s operations in areas such as gender, operational efficiency, financial management, and climate action.

HORUS was in charge of carrying out the ex-post evaluation of these projects. The objective of the mission was to provide an independent assessment of the projects’ effectiveness, implementation and impact.
